The Draft Housing Action Plan (HAP) is now available for public review. The plan was developed through a joint effort between Archuleta County and the Town of Pagosa Springs and identifies strategies to help address local housing needs and expand housing opportunities within the community.
The Pagosa Springs Town Council and Archuleta County Board of County Commissioners will review the Draft Housing Action Plan during a joint work session on Monday, August 24 at 5:00pm at the County Administration Offices, 398 Lewis Street.
Community members are encouraged to review the Draft Plan and provide feedback before it is finalized.

Archuleta County and the Town of Pagosa Springs have been working together with our consultants, ECO Northwest and Western Spaces, for the last 12 months to create a new Housing Action Plan (HAP) that will define how our community can address local affordable housing needs.
This plan builds on the recently completed 2025 Housing Needs Assessment and turns that information into real steps we can take to improve housing options for everyone. During the last 12 months the project team conducted a community survey, 4 in-person public open houses, 18 stakeholder interviews, and engaged a strategy workgroup that included 20 representatives from numerous community organizations, all of which informed the contents of the Draft HAP.
The Draft Housing Action Plan will be reviewed with the Town Council and Board of County Commissioners on Monday, August 24.
