Pagosa Springs and Archuleta County continue to experience significant housing affordability challenges that affect employers, employees, families, and the broader regional economy. Over the past decade, rapid increases in home prices, construction costs, and limited housing inventory have made homeownership increasingly unattainable for many local workers. Although these individuals contribute significantly to the community, many are unable to compete in the traditional housing market despite earning stable incomes.
This shortage has direct impacts on nearly every sector of the local economy. Employers across healthcare, education, construction, public safety, hospitality, retail, professional services, and local government consistently identify housing affordability as one of their greatest challenges in recruiting and retaining employees.
PSCDC invites qualified residential developers, builders, and design-build firms to submit qualifications for the design and construction of fifteen (15) workforce homes located within the Pagosa Lakes Property Owners Association in Pagosa Springs, Colorado.
This Request for Qualifications and Proposal (RFQ/P) is intended to identify a development partner with the experience, capacity, and commitment to successfully deliver high-quality workforce housing while supporting PSCDC’s mission of expanding attainable homeownership opportunities for the local workforce.
The project includes:
• Phase 2B: Construction of five (5) workforce homes.
• Phase 3: Construction of ten (10) workforce homes, anticipated to proceed in two increments of five (5) homes each, subject to project funding, buyer readiness, and authorization by PSCDC.
The selected Developer will enter into a Design-Build Guaranteed Maximum Price (GMP) Construction Agreement following completion of the evaluation process and successful contract negotiations.
This RFQ/P is a single-step competitive procurement. Respondents shall submit one complete proposal addressing the qualifications, experience, project approach, conceptual home designs, pricing methodology, and information requested herein.
There will be:
• No Request for Proposals (RFP) following this RFQ
• No shortlist interviews
• No finalist presentations
• No design stipend
• No second proposal submission
Following the proposal deadline, submissions will be evaluated by a Housing Selection Committee consisting of two (2) PSCDC Board Members and three (3) community representatives. The Committee will make a recommendation to the PSCDC Board of Directors, which retains sole authority to award the contract.
PSCDC encourages proposals from firms with demonstrated experience in residential construction, workforce housing, collaborative project delivery, and quality craftsmanship.
The Workforce Housing Initiative is a direct response to these identified needs. By increasing the supply of attainable homes, PSCDC seeks to strengthen the local economy, improve workforce retention, and provide long-term opportunities for individuals and families who live and work in Archuleta County.
