The people of Archuleta County — and all of Colorado — should be outraged. According to TRACER, the State of Colorado’s own campaign finance reporting system, AG Weiser’s campaign accepted a $1,000 contribution on June 25, 2025 from Heidi Dragoo, a listed developer for the proposed Pagosa West development.
This is not just another contribution. This is money from a developer tied to one of the most controversial and unlawful projects in our state — a project already at the center of multiple state investigations and formal complaints delivered directly to AG Weiser’s office.
The Pagosa West controversy timeline shows the pattern clearly:
July 2, 2024: in a grant application to the Department of Local Affairs, the Town of Pagosa Springs unlawfully claimed a “public/private partnership” with the developer — an ultra vires action outside municipal statutory authority.
April 15, 2025: Town Council and the BOCC approved a deficient Housing Needs Assessment missing legally required elements under SB24-174 to justify state funding for high income earners in Archuleta County.
April 25, 2025: Nearly 400 residents signed a petition opposing the Pagosa West development.
August 14, 2025: A formal complaint was filed with Weiser’s office against DOLA, the Town, and the County for rewriting housing law outside legislative authority.
September 2025: More than 170 residents signed a petition demanding the state return $1.9 million in unlawfully distributed funds.
Within 48 hours of the Solicitor General, Shannon Stevenson, receiving notice of the demand to return the funds, Weiser have announced his intention to come to Pagosa to discuss “timely opportunities” with the community.
The facts are undeniable. While citizens demand accountability, AG Weiser aligns himself with the developers. While his office is asked to investigate, he accepts their campaign contribution.
We demand that AG Weiser:
- Return all contributions from Pagosa West developers immediately.
- Open the Pattern-or-Practice investigation into DOLA, the Town, and the County without delay.
- Affirm publicly at his campaign stop today at Uncle’s Bar that his office serves the people of Colorado — not the developers who are contributing to his campaign.
Colorado cannot afford an Attorney General corrupted by developer dollars .
If justice can be bought in Pagosa, it can be bought anywhere.
