Town Council and Archuleta County Commissioners and will consider adopting the Final Housing Action Plan (HAP) Street on Plan on November 17, 2026, at their respective regular meetings:
Town Council at 5pm in Town Hall located at 551 Hot Springs Blvd.
County Commissioners at 1:30pm at 398 Lewis Street.
Archuleta County and the Town of Pagosa Springs have been working together with our consultants, ECO Northwest and Western Spaces, for the last 14 months to create a HAP that will define how our community can address local affordable housing needs.
This plan builds on the recently completed 2025 Housing Needs Assessment and turns that information into real steps we can take to improve housing options for everyone. During the last 14 months the project team conducted a community survey, 4 in-person public open houses, 18 stakeholder interviews, and engaged a strategy workgroup that included 20 representatives from numerous community organizations, all of which informed the contents of the HAP.
Recently, the HAP was reviewed with the Town Council and County Commissioners at two joint work sessions, which resulted in a few edits to the Plan document. The Colorado Department of Local Affairs (DOLA) has reviewed the HAP and confirmed compliance with Colorado Senate Bill 24-174.
